How it decides
It checks both tanks before it moves water.
The overhead tank running low isn't enough on its own — the underground tank has to actually have water too. Only when both conditions line up does the pump start, which is what keeps a submersible pump from ever running dry.

15-minute HALT window
If the underground tank goes empty, the pump locks off and the UG LED stays lit. Every fresh empty reading extends the window, so a slow trickle can't sneak the pump back on.
30-minute stable recovery
Once water returns, the system waits for 30 minutes of continuous water-present before it exits HALT — so a splash or brief refill can't trigger a false restart.
